What a "local level" actually is

Nepal's 2015 constitution restructured local government into a three-tier federal system: 7 provinces, 77 districts, and, at the bottom, 753 local levels. A local level is the actual unit of local government, the body that runs schools, local roads, birth and death registration, and property tax within its boundary. Every local level is split into wards, its smallest administrative subdivision, the level most people actually interact with for things like recommendation letters or local certificates.

The four types, and how wards fit in

There are four types of local level: metropolitan city, sub-metropolitan city, municipality, and rural municipality, roughly ordered by population and urbanization rather than any formal ranking. Ward counts vary widely even within the same type. Kathmandu Metropolitan City alone has 32 wards, while many rural municipalities have as few as 5 or 6. There's no fixed formula, ward counts were set individually for each local level during the 2017 restructuring based on population and geography.

This search draws on the same per-district records published throughout the Nagarik Nepal directory, based on Nepal's official post-2015 federal restructuring (Ministry of Federal Affairs and General Administration). Search results link through to each local level's full district page, which lists every local level in that district with its Nepali name, type, ward count and area.
